Library of Legal Resources Related to the Rule of Law and Immigration Services


In response to the recent attacks on the rule of law, which include the independence of the judiciary, law firms and lawyers, LACBA and the Consumers Attorneys Association of Los Angeles (CAALA) have been holding regular meetings with representatives from bar associations and legal aid organizations and other interested parties to discuss and plan efforts to protect the rule of law. If you would like to join these meetings, please contact CAALA President Martin Aarons.

This library is a product of this non-partisan collaboration between LACBA and CAALA and provides a centralized listing of legal resources related to the rule of law, including live and recorded webinars, publications and listing of legal clinics and volunteer opportunities.  The purpose of this library is to educate members of the public regarding their legal rights, especially in the immigration context, and more generally the rule of law, the American democratic system and the role of the judiciary, judges and lawyers in preserving this system. The library also provides a listing of places where immigrants can seek pro bono assistance in immigration matters as well as places where lawyers and law students can volunteer to provide this assistance. It is our hope that this library will facilitate and encourage collaboration by all who are interested in protecting the rule of law in our country.

    This free presentation  will provide practical tips for attorneys who work with immigrant families at risk of separation due to detention or deportation.   • Acacia Center for Justice, through its Habeas Bridge Project, offers training and exemplars for attorneys filing emergency habeas petitions to secure the release or prevent the transfer of detained immigrants.  

    The Practitioner’s Hub includes templates and recent decisions that support advocacy—especially in California and the Ninth Circuit.

    The Habeas Filing Checklist should be used to stay on track when filing serving habeas petitions in the Southern District of California (S.D. Cal.).

V. ATTACKS ON THE INDEPENDENCE OF THE JUDICIARY /
JUDGES AND LAWYERS / LAW FIRMS

A. Judiciary/Judges

  • On June 24, 2025, the United States and the United States Department of Homeland Security filed a lawsuit against individual judges in District Court of Maryland, seeking declaratory and injunctive relief.  See complaint.

    On August 26, 2025, the District Court dismissed this Complaint. See ruling
     
  • On July 28, 2025, the U.S. Justice Department filed a formal complaint with Chief Judge Sri Srinivasan of the D.C. Circuit against U.S. District Judge James Boasberg alleging misconduct, and demanding that he be removed from a high-profile deportation case and face reprimand.  See complaint.
     
  • On December 19, 2025, the Sixth’s Circuit’s Judicial Council dismissed this complaint.  See ruling.
     
  • On July 31, 2025 - Speak Up For Justice forum titled “Judges Break Their Silence: Attacks, Intimidation, and Threats to Democracy.” Five sitting federal district judges from across the country share their experiences with harassment, threats, and the growing danger facing judicial independence.

B.  Lawyers/Law Firms

On February 6, 2026,  the DC Circuit consolidated the four below identified appeals and set a briefing schedule in March/April 2026. See court’s order here.

  • Amica Center for Immigrant Rights is seeking pro bono lawyers to represent immigrants who are detained or facing deportation. It routinely works with law firms, corporate legal departments, law school clinics, and immigration law firms and provides training and supervision.

  • Volunteers needed for Acacia Center for Justice which has launched the Habeas Bridge Project, a new initiative designed to provide rapid federal court relief for immigrants unlawfully detained in the Southern and Central Districts of California. This project brings together immigration attorneys and experienced federal practitioners to file urgent habeas petitions on behalf of vulnerable individuals facing detention without due process.  The project offers both onboarding and training specific to Southern California. (See training listed in Section I(E) of this library).  They are currently recruiting pro bono volunteers for the following positions:
     
    • Habeas mentors (Habeas "Buddies")
    • Federal litigators, and
    • Immigration attorneys to make referrals, and
    • Intake specialists to monitor our intake form and connect clients to mentors and litigators.  Intake specialists can be retirees or community volunteers.

B. CIVICS EDUCATION

The battle for the rule of law requires a long term commitment to educating young people on how a democracy works. If you are interested in educating young people on civics, here are some opportunities:

  • LACBA’s High School Mentoring Program at Wilson High School.   The meetings begin with 15-20 minutes of inspirational and informative speeches at the beginning of the meeting, with small group mentoring sessions afterwards.  This year, the dates for Mentoring Meetings (and the Zoom registration links) are as follows:
